So I have a bruise like rash on my arm that fails the "tumbler test" of fading under pressure. I've been a bit ill (cold type symptoms) and so pretty exhausted for a a few days but other than that no symptoms of meningitis of anything terrible, plus I had the vaccination when I was a kid. But just to put my mind at rest what other types of rash dont fade under pressure? do regular bruises or burns, other irritations?

A "bruise" doesn't sound like the classic purpuric rash of meningococcal sepsis to me. It sounds like a bruise. If you are otherwise well, it's highly unlikely to be meningitis (though I should point out that the vaccine does not protect you against all types of meningitis).
If you could stick up a picture then we might have a better chance of identifying it.

Is it blue, yellow or red? Bruises are never red. Is it one area which fades at the edges or several areas? Only quite rare injuries would leave more than one mark if it was a briuse.
If it is red or purple, is made up of several marks instead of one or doesn't hurt when you press it it may well be a meningitis rash, in which case you should get medical help very urgently. If you have any of the other symptoms you should call an ambulance on 999.
Time is crucial in these cases. Doctors usually give blind therapy of a broad spectrum antibiotic before calling the ambulance for suspected meningitis. Call an ambulance. If it's nothing they watsed their time. If it is something you could die.
