To answer a question on devolution and if this diminshes democratic accountabilty, does this just in effect mean ..is democracy limited by devolution?

The phrase democratic accountability threw me, I'm not sure if there is more to it than holding democracy to account so therefore whether devolution is a good or bag thing for democracy and parliamentary sov(in simple terms), my answer to this is that yes it does diminish, I just wanted tomake sure I'm notmissing anything by those key words? Thankyou.
