    Yes and the highway code has not been updated since the 70s. Braking performance has changed massively since then!

    You still had cars with drums on the front and no ABS back then!

    The Highway Code is hopelessly out of date, your best bet is to find a quiet road (aka country lane) accelerate to motorway speeds and then brake hard. Then you will see how long it really takes to slow down from 70 to a stop and people may be more willing to leave a gap on a motorway!
