There are times when the need is there. But unfortunately, those with the power to do such things, exercise this power far too often. So basically the answer should be no, but there will always be an exception to the rule.

From a TOK point of view, it depends on the ethics of the situation: would the outcome be worse if the information was false or true?
If you look at history, it very rarely ends well, since people find out and the liar is in deeper hot water than he would have been otherwise.
It may not be justified, but people (or Authority, as a WoK) can pretty much do what they want as long as people will believe them. That doesn't make it right though.
