when you place the metal on the electroscope and the electrons are emitted and the metal becomes negatievly charged why does that make the gold leaf repel - if it hasn't got a charge/is neutral why is it repelled?

Perhaps because it's relatively charged? With respect to the charged species?

This isn't how the experiment is set up. The electroscope is negatively charged before the light is shone on it, so the gold leaf and the metal it is made of are all negatively charged. That's why the gold leaf stands away from the stem - they repel each other. When the light shines on the electroscope and the electrons are emitted, the electroscope returns to its neutral state, and the gold leaf falls.

A common way is to negatively charge a polythene rod by rubbing it with a cotton cloth, and then transferring the charge to the electroscope by contact.
