Full tuition fees (unrelated to the current debate) Watch

Does anyone know how the full tuition fees (the costs that international students pay) is decided? From what I've seen so far institutions can charge any fees they wish to international student - is this true?

Also currently home students pay a maximum of £1125 a year - how much do universites get from the government for each student and what does it depend on?

And finally how does the amount the goverment pays + student contributions relate to the actual cost of higher education?

I know this info should be around somewhere, but due to the current situation all my searches are swamped with politics and info about the proposed changes - where can I find info about the current system.
