I got rejected from a conference already but on the grounds that it was not specific enough for the conference... is a postgrad LSE merit even good enough to get published or only distinction?

I believe it will depend on the quality of the journal.

How high are you aiming for? It's obviously much harder to get paper published in a high ranking journal compared to an obscure one.

Why don't you ask one of your supervisors ? It's their job after all and I'm sure they'll be happy to help you in the process.
