Where do I apply?!

Okay, I'll make this short and simple!

I am in second semester at a university in Pakistan (ranked 350 something in the world) doing a 4 year Electronics Engineering program.

I had 5 As, 3 Bs and 1 C in my O Levels (A was the maximum grade at my time).

I had ABBBCCD in my A Levels (Physics, Computing, Psychology, Art & Design (Graphic Design), Maths, General Paper and Chemistry respectively).

Note: I missed B by 2% in Maths...If that counts for anything.

My GPA currently is 2.47/4.0 but due to extenuating circumstances (had to be hospitalized right before the exams). I can improve my GPA to 3.10 by the end of summer.

I would really like to transfer/get into a university in the UK. However I have just two "requirements" (for want of a better word).

1. The university must be ranked higher than the one I am in right now.
2. It shouldn't be too expensive.

So really, I need some suggestions about where should I apply. And should I apply for a transfer (if possible) or should I start from the beginning considering I won't be wasting a year (technically)? I am 18 by the way.
