We all know the benefit of free University. However, the downside is that because it's free, many students didn't realize how important it is and wasted their time at the pub. To make them pay for it focused their minds.

I would look at Ireland if I were you. There are no tuition fees and although the registration fee has quadrupled since I have been at university, it was very very cheap for years- €400 or therabouts. It is now €2000. We do have great universities but dropout rates are very high, and class disruption and lecture attendance can be appalling. It DOES have an effect on people's motivation to do well. If it became free (paid by the state like it is here) in the UK tomorrow, how would the government cope? Here it was done in the early 90's in the boom years, university attendance shot up and became more accessible. We only have 7 universities though. It's not feasible to do that when a country is in recession (or not far from it).

Generally speaking the countries with the "good education systems" are more likely to charge.

It shouldn't be free, but neither should primary or secondary education.
