    What language are you using?
    Do you understand what Hex/Dec are and how they work?

    The way I would is to firstly convert to binary and then binary to decimal like below

    eg. what is C3 in Denary

    C=12 in denary
    3=3 in denary
    1100 equals 12 and 0011 equals 3 therefore 11000011 = C3 in Binary
    then 128+64+2+1=195
    so 195=C3 in hex
