    Well in that case I think the power would lie with the monarch. So they'd temporarily take power and set up a new government, I imagine.

    Also I doubt people would go wild to be honest. Remember that people still need to live, earn money and support their families. Whilst a significant percentage would go absolutely nuts, the vast majority are intelligent enough to realize that that's in nobody's interests.
