    Because the oxygen in the chamber is getting used up. A proper spirometer has medical grade oxygen in the air chamber and soda lime in the breathing apparatus to absorb carbon dioxide. This means that as you breathe in and out (and are taking in oxygen and releasing carbon dioxide) the level of 'air' inside the chamber begins to gradually fall
