    If i want to do solely economics in 2nd year i don't have any choice but i don't have to do solely economics to get a single honours economics degree. And they only want to know our 3rd year choices so they can organise themselves.

    Indeed - the idea is a good one. Incorporate ALL government websites into one single, integrated website. However, the track record of government on this isn't a good one.
