Well it seems that Mark Williams is going into any show he can really. First Hustle, then Being Human & now Doctor Who. I love all of these shows but it's a bit much of him.
Last series was the first of the new series to not bring back a classic series villain, who had not previously been in the new series.

For next season, who would like to see the return of another classic series villain, if so who would you like to see return.

What classic villain did Series 5 bring back?If you mean monster then series 6 brought back many like Minotaur,Pterodactyl and Cybermats.

I've heard that Zygons are returning to Doctor Who which sounds really cool and I'm looking forward to seeing new designs.

Well technically they are villains, as normally the Army faction of the Silurians harbour a hatred for humanity. They're not monsters really, as they evolved like Humans. How do you think they're monsters?

Silurians as chernid said. I forgot about the Cybermats. I wouldn't include Pterodactyl and the Minotaur as returning villains. As far as I remember the Pterodactyl played a tiny part, and was more of an extra than a villain. I haven't seen any classic series stories involving a Minotaur, is there actually a connection between the Minotaur from series 6 and any Minotaurs from the classic series?

I was using the word villain to refer to the antagonist(s) of the story, which includes the monsters.

It would be good to see the Zygons, they look like interesting villains.

Link to a list of sci-fi villains proves something, does it? Right then, watch this:

All of them referring to Daleks as villains, contrary to your point here:
