Authorities of the university I was going to attend promised to call me but they haven't done it yet. What should I say to them?

When did they say they'd call? If they've given you quite a big time slot, they might just be running late.

If it's been a few days since they said they'd call, just give them a quick ring to remind them that you exist.

Since i'm currently not living in the UK I was thinking to send email. How i should remind about myself politely?

Just say something like: "I was supposed to have a phone interview [insert when this was supposed to be], and I was wondering whether it had changed?"
