Of all the town's in Surrey which one is most synonymous with Rah's and Toff's?

Which town in Surrey would be the home of a stereotypical posh girl who, let's say, went to an all-girl's private boarding school and graduated from Oxbridge with a degree in something posh like Art History, French literature, etc.?

Incidentally, what makes a degree "posh"?
