Based on reputation - The Slade, CSM, Goldsmiths and Chelsea.

Although none of them will consider applicants without an Art & Design foundation diploma. And you need to make sure fine art is actually what you want to do, as a lot of people apply for fine art and then discover they have no interest in what fine art is today.

This is fine art today - http://www.tate.org.uk/britain/turnerprize/
they do consider people without foundation, i've got into goldsmiths without one, and i know one other person who's starting in september who hasn't done one - also slade takes on an unusually high number of straight from a-level applicants - at the open day (and from people i have met that go there) the tutors said they take anywhere up to half a-level students for the fine art course (thats unusually high intake of a-levelers though)
