simple DC electricity question

V =emf - Ir

(emf and r are constant)
Why would the pd across the load increase as current is decreased?

thanks

When current decreases, the term Ir gets smaller and smaller, and as emf is constant, V increases.

but isnt it that V and I are directly proportional?
