Visas and Tourist cards.. Watch

So I'm going on holiday to Dom Rep in nov, and First Choice told me I need a visa, but I've read online that as long as I have a valid passport I require a tourist card instead...
What's the difference and how do I obtain such things? Is there some kind of procedure to follow after arriving in Dom Rep or do we fill in the forms on the plane over?
Can someone clear this up for me? Its been bugging me of ages

A tourist card is like a mini visa. Travcour say they can be arranged by the airline or on arrival:
