The Republic of Sierra Leone insists that it is necessary for outside nations to involve themselves in this dispute (as negotiators) to prevent a war between Japan and North Korea, which will then drag in many other nations anyway. His Excellency, the President of the Republic of Sierra Leone has urged the Japanese Prime Minister to make a public statement on this issue, to dismiss the rumours of espionage. Meanwhile, the government of Sierra Leone officially allies itself with Japan, and has agreed to provide aid or troops if necessary. His Excellency hopes civilized nations will follow his country's lead to prevent war.


China does not believe that escalating a local incident to a global level is going to serve international peace and stability.

China is disturbed by the alleged spying incident and hopes that the government of Japanese publicly addresses this situation and says whether this allegation is true. China would like to make it clear that any state not involved in this incident that attempts to take advantage of this situation will not be viewed favorably by China.
Japan is a close ally of the United States and we offer any assistance necessary to them in resolving this dispute. We have put our military in East Asia on full alert and would like to stress the seriousness of this situation to our allies in the east.

China does not believe that increasing the stakes in this conflict will in any way help resolve, and hopes that all states learned the lesson from World War I where unconditional backing of allies without respect for international law brought about a war that destroyed a continent and which was won by no one.
Press Release from the Prime Minister of Japan

The Japanese Government has heard accusations that the warship near North Korean waters was engaged in activities involving esponiage. I would like to confirm to the press that such accusations are entirely false. The warship was engaged in routine military manouveres, outside North Korean waters, and was involved in no suspscious activities. The actions taken by North Korean military forces was entirely unprovoked. I have spoken with His Majesty the Emperor, and he expresses his concern over the situation. His Majesty has authorised me to take action to secure the release of the unfortunate sailors involved and the warship.


Japan reaffirms its demands, namely that North Korea issue a full apology and compensation to the sailors, that it immediately release the warship and sailors, that a UN investigation is set up to investigate these matters, that a UN resolution is issued condemning these actions and that the North Korean representative to the United Nations explain his government's actions.

the representative for the Kingdom of Saudi Arabia agrees. Allying with one of the two nations merely creates greater reason for conflict between the two nations. something that is not required in the already unstable world situation at present.
Instead we suggest tht this dispute is resolved by the two nations, unless it escalates into a decleration of war by one nation. Allying ourselves to whichever of the two countries merely gives them reassurance that they have support if they wanted to go to war. instead we should make war an impossible route to follow in this conflict.

The Russian Federation calls for restraint from both Japan and the DPRK and requests that diplomatic channels are opened between the two countries in order to resolve this issue in a peaceful manner.

In addition Russia requests that the United States, with its military on 'full alert' does not take any actions that could provoke conflict. In particular Russia requests that all American forces not under UN mandates, are kept at a suitable distance from North Korean waters.

The Russian Federation reserves judgement on the issue of the Japanese warship and intends to propose a resolution making way for a UN patrolled buffer zone between Japanese and North Korean waters. This resolution would also create an inspection team to be sent into North Korea in order to search for any captured vessel and to determine what this vessel was doing before it was captured. Given our substantial assets and resources in the region, Russia would be willing to provide the necessary forces and equipment for patrolling the buffer zone, as well as for the inspection team.

A conflict in the region is not in Russia's interests. We welcome any comments on our proposed resolution. If Russia feels its resolution will be supported by the international community, we shall hold a debate to determine the specific details of the resolution, then a vote in the general assembly will take place on this.
