Should parents be free to have children or should be used some kind of restriction?

Type 1 Arguments:

-having children is part of human rights
-What kind of tests would be used to assess the "parenthood" of some adults?
-Who would deliver that test?
-Who would design it?
-Ethical issues about the nature and consequences of restriction on having children
-Ethical issues about the nature and consequences of implementing a freedom-restricting system

Type 2 Arguments:

-Thousands of children die each year because of improper care at home
-Thousands of children starve to death
-Thousands of children are abused and mistreated (by parents)
-Thousands of children are not encouraged to reach their fully potential
-Having children is part of human rights, but if those rights clashes with the basic rights of the children ( a classic case of "my freedom finishes where yours starts") then the children' rights should be top priority
