Yes. A PCN has to be issued to be legal. That means it has to be put on your windscreen or placed in your hand. This is why they take photos of them.

If you drive away or even move your car to another space before the PCN is issued, there is nothing they can do.



Note that you can only do this with PCNs issued by local authority parking attendants.

PCNs issued by Police Officers or Police Traffic Wardens are issued under different law and you must never drive away from them.

I had one parking attendant standing by my car proccessing a ticket 5 mins before the expirey time and when i asked him what the **** he was doing he said too bad its already in the system.

The idiot he is thinking that I wouldn't challenge is (Since its based off the time they put it into their system and his clearly stated it was 5 mins before my ticket ran out) I got my parking ticket refunded (7.50!) and 120 pounds in compensation for him being a tosser

He tried to however claim that my ticket was not 'valid' since I had another ticket on the dashboard at the same time and the council said that he should have then entered it as a no ticket rather than a late ticket Guess he didn't meet his quota for the day!

If I am not mistaken, if they haven't printed the ticket, you are fine. If they have, they can't take it back and you're screwed.

"It's in the system" is a common lie used. It makes no difference whether the PCN has been printed or not. The only thing that matters is whether or not it has been issued to you or the vehicle.

This is one of the problems. Times are always taken as to the time on a P&D machine. You can try appealing if they are massively out of sync with an "official" time source. You can also try appealing if the machine does not have a clock.

Unfortunately, you can only try. They are giving you a reference point from the time of issue on the ticket.

The only other avenue is that if you truly have only overstayed by a minute or so, is to appeal on the grounds that what you have paid for does not match the ticket you had been issued. How you phrase that in your grounds for appeal to PATAS is unclear. What you are basically saying is that the margin of error in the P&D machine is greater than the time you overstayed. This would probably only work in a place like Camden or Islington* where parking charges are very high, and the time you spend putting money in a machine affects the ticket you get out.



*Parts of Camden near UCL can be as much as 40p for 5 minutes.

The problem with a leeway is, you still need to draw the line somewhere. Say it's a 5 minute leeway and I'm there 5 minutes and 30 seconds late. Do I still get fined? I'm only 30 seconds over. Best just to have a limit, and if you're late for an avoidable reason, tough ****.

Well, the important thing is not to get distracted and drive safely. Better to get a PCN than to hit another vehicle or a pedestrian.
