You have to plug it into a PC or Mac running iTunes to activate it. The iTunes has to be able to access the internet too.

Hmm not sure there, have you logged in to your iTunes account? Does it show up as a recognised device in iTunes?

    Hi
You can try putting it int DFU Mode.
    This is apple factory reset.
    Follow these instructions.
You should be able to get it into English as well when you reconnect it to itunes.
    # Simultaneously press and hold down the Wake/Sleep button and the Home button and wait until "slide to power off" screen appears. Don't do anything after its appearing, just keep holding Wake/Sleep and Home buttons until iPad / iPad2 will power off
    # Release the Wake/Sleep button once the iPad is off , but continue to hold the Home button
    # Holding the home button, connect the wide end of USB data cable to iPad. When you reconnect the USB cable, iPad should power on and you should see a message on your PC/MAC display saying that iTunes has detected an iPad in Recovery Mode
    # After you detected this message, release the home button and press OK on iTunes pop-up to confirm the restore option.
    # Do not touch the iPad / iPaD 2 and you computer while iTunes downloads and installs the fresh copy of firmware on your iPad.

    Hope that works.
