I've never understood this saying, is it true? If so, why does it work, how does it work?

There can be a few ways of going about doing what that saying states.
An example that springs to my mind is where you may have a gf/bf who you constantly make yourself available too at the drop of a hat even if you may have other plans. Like they ask you to meet up so you cancel plans that you had with other friends.
Sometimes it's better to just say your busy or your doing something else. You might even make something up. In theory the next time they ask to meet and you say "yes" they will appreciate it more.
