Because he has been shadow sec for health since 2004 so he knows more about the dept than any of the other MPs?

Agreed.

I have read several articles but haven't found out a lot. I have to write a sort of essay on this topic.

BTW, I am not from the UK.

Might want to look at how far back he and Cameron go, Cameron may have wanted someone he trusted in the position.
