You can use a web authoring tool like Frontpage or just notepad and learn a couple of HTML tags.

    I'd suggest tripod (www.tripod.com)
It is very easy to do on there, and doesn't require any sort of programming skill at all.

    Microsoft Frontpage.

Its WYSIWIG, What you see is what you get. You can add pictures, text, etc. Fairly straight forward.

If you just want to put stuff online and dont care about learning to make webpages you could just use a blogging tool like http://www.20six.co.uk, http://www.livejournal.com, or http://blogger.com which let you write and upload pictures without worrying about anything else.

The host page. You just register there free, and it lets you create web pages, using a wizard sort of thing. It isn't particularly brilliant (as you can see from my site), but its free and there isn't any hastle with programming html.
