GCSE, A-Level, degree, CEFR and vocabulary size

I found this article (limited in its scope but still) quite interesting:

The author compared average vocabulary size of GCSE French candidates, A-Level French candidates, language degree graduates and foreigners learning English as a foreign language to the expected vocabulary size at different levels of the Common European Framework of Reference for Languages (CEFR). They find that English pupils learning French have a relative small French vocabulary as compared to the CEFR level they are commonly placed at.

I was personally quite surprised the vocabulary of graduates seems to be relatively small. I'm sure they must be ignoring passive vocabulary here.
