    Uggh... socialist! Surely such a thing would be prejudicial? Everyone is getting the same benefit from being able to drive in the congestion-charged areas of London, so surely everyone should have to pay the same charge. What anyone earns is irrelevant. What if someone won the lottery but was only earning £20,000/year...?
    maybe a tarrif based on the size of your car and the fuel economy?

    Of course morality/idealogy comes into economics....

    I personally see a charge dependant on the size of the car's engine as perhaps the fairest system.
