In Cambridge, yes, in UK, yes, in the world, hmm. I'd imagine so, but I wouldn't be that surprise if maybe MIT held that position.

If you want to get a 'taste of both worlds' as it were, Cambridge offer an exchange scheme with MIT for various subjects, including maths, in the 2nd year. I don't think it's too competitive and also MIT offer cross-registration for courses at (amongst others) Harvard.
Of course, the reason why Trinity is considered the best is the large number of brilliant mathematicians that are there, and the breadth of knowledge of the professors.
