Resits, are they cheating

I wise man told me once that exams arnt really about knowledge becuase you forget everything you learn in time if the information isnt stimulated, he said what exams are really testing are ones ability to absorb information and understand it in time for the exam.

If you give people infinate chances, resits isnt this throwing it out the window ? Oh *** I didnt revise I will revise next time and do well, its cheating. The fact u didnt do well u didnt revise shows that you are rubbish and motivating yourself u shouldnt get a second chance.
