well the first one means "the dog. You can speak?!"
and the second one is "hello how are you?"
The second one is hello; how are you? And this should be in the translation thread. The second part of the first one, is probably 'did i say that you could talk?'
la perra. yo dice que usted puede hablar? --> The dog. I says that you can speak?
¿hola. cómo es usted? --> Hello. How are you?
"How are you?" is not "como es usted?" it's "cómo esta usted?" (with an accent on the a, sorry but I don't know how to do that on a computer). Estar and ser both mean to be.
