New 2012/13 part-time study loan: is it affected by previous study?

I believe previous study has an impact on the amount of funding one can expect when commencing a new course. My understanding is the calculation goes something like this:

Length of course + 1 additional year - previously funded years.

If a prospective part-time student had two years' funding for an aborted full-time course, would the same apply?

The formula is Length of course + 1 year - previous study (*NOT* previous funded years)

I'm not too sure what's happening with part time study and the way it's funded as there have been/will be big changes. I'll have to look into it when I have more time.
