... and I need practical solutions to this problem!
I don't want to tell her I like her like *that* at the moment because she will almost certainly say no I think. But how can I take it onto a different level? Flirting's all well and good but I think even that just seems quite friendly now.
Anything to be done, or is this a hopeless case?

I know sometimes it's hard to express your feelings to someone in case they reject you then you might lose a friend

Yeah you're right. May i suggest drink a little beer before you say it, so you can blame it on the drink if she's really taken back by it. Then, either way, you dont lose.

this is my advice: get over it, find somebody else. Dont be a complete pansy about the whole situation.
