It's a Jamaican phrase. Pretty much saying "what's going on" but pronounced "wah gwan".
If you don't hear Caribbean people say it you'll probably hear people who think that they're black say it.

I believe it means "to fellate a man" ... unless you mean "Wagwan" which is a Patois dialect for "What's going on?". It originates from the Africans who were being taught English by the slave traders.
