Nope. You have an optional module in your first year. This year, however, PPE core lectures clashed with all Chinese courses (both formal modules and leisure time courses). I thought about doing Chinese myself, and was slightly pissed off when I realised that.
Unless you are overly interested in philosophy, you may want to look into EPAIS (Economics, Politics and International Studies). Apart from the philosophy module (which is replaced by an International Politics one), EPAIS people do the same modules as PPEists in their first year. There is considerable overlap in the 2nd and 3rd years as well, and you can take language options in each year of the degree. More EPAIS people than PPE people opt for going abroad, as well.
If you like Philosophy (I like the philosophy bit the most of the whole course, even though it's extremely difficult), you may want to look into other options, such as gap-yearing or doing a Chinese course during the summer / after your degree. Every university in PRC seems to be doing "Chinese for foreigners" nowadays. In addition, that would be far more efficient than hanging around a uni language centre twice a week for three years.
