Potentially one of Osama Bin Laden's duplicates?

Personally, i strongly advise the Mach 3 - less abrasive with the skin IMO, whereas the fact that you use electric shaver, there's unnatural friction created there arguably. I advise you to buy some good shaving cream, a Mach 3 shaver, wash face with cold water post-shave and immediately put on some after-shave, oil/alcohol free. A good brand would be Molton Brown, well that's my personal experience and advice, rather parochial employment of brands it must be said, but my current regime is a working regime.
Electric razors are rubbish. Should use a manuel razor which cuts the hair clean.

this is a myth, it FEELS thicker because after a shave it cuts the hair at an angle, making the tip of the hair sharper.

Electric shavers give a cleaner cut because they are MUCH faster. with a wet shave, the hair is partially cut and the last part tends to 'rip', like if you cut a tree down, you only need to saw 2/3 the way through then you push and it falls by itself.

oh, and it totally depends on your personal taste and your hair type. I know people who shave once a week at 19, and people who shaved everyday at 16.

having shaved for a while with a razor and electric, I much prefer a wet shave now. It feels much smoother, it less irritating, and well worth the extra effort. Just be careful the first few times with the blade, too fast, too hard over the same spot and itll bleed. Doesn't even hurts but its just annoying. (also, aftershave will sting like fck, deal with it!)
If you want some skin left on your face by the time you're 30 then you'll wet shave

It gets thicker because of age not because of the number of times you shave.

Electric razors are crap! I used them, and I use to get massive spots, not even a cheap make, it was Braun!
I always shave with a Gillette blade, or when I want to trim, I use the Phillips Beard Trimmer, love the stubble!

Initially do it once a week (or whenever you begin to feel uncomfortable really).

BUT bear in mind that the frequency at which you shave accelerates each time you do it.

I started off probably once every 2-3 weeks, and now I have to shave daily.

And I agree that electric razors are crap. Use manual ones -- the gilette mach 3 comes to mind.
