Bleaching? That works if you have really dark hair; my friend does it, and you can only see the hair when it catches the light, or if you look really closely!
I made my first attempt to get rid of facial hair tonight! I used Veet Waxstrips and they worked perfectly. It wasnt even very painful, no worse than pulling off a plaster.

I'd be weary of waxing such a sensitive area, but with waxing, the more you do it, the less the hair grows back and isn't, or shouldn't be stubbley and coarse

If you're after permanent removal electrolysis or laser treatment is best. Bleaching is good if the hair is quite fine but if it's coarse it can still be quite noticeable. If you can handle the unpleasantness waxing is probably better because you stay hair free longer than you would if you (heaven forbid) shave it 
if it is upper lip and u cant afford laser permanet removing, then just wax them, for the first time Id advice to do it in a beauty salone, for other times u can do it urself, if u have sensative skin use creams after waxing, (advice with cosmetologic) and if u shout during waxing and have loud music it helps not to feel pain ))) then, if u can afford it, u can do laser removing, u have to do it like 4-5 times, it can be expencive but it is permanent.
