I was just wondering what this means, this could potentially be a very stupid question, but does this mean there are only 12 places for Phil and Pol?

Yup, pretty much. Bear in mind it is only one joint course out of many.

But that seems awfully little considering how many applications they receive.

They probably are declined by a fair but of students though.

It's not much worse than straight philosophy, philosophy and english or classic and philosophy if you look at it closely.
Philosophy is a popular subject.

Heh, kind of destroyed my advantage there. Was forecasted an AAAB for AS and then some family problems took over and ended up with pretty dismal results. *sigh* such is life!
