Do South African universities accept igcse?

I have done gcse o level and I am trying to go to a university that is not too expensive. Are there any south african university which have courses (foundation course or degree course) that can be done with gcse o level.
I mean one year tuition for $10 000 maximum.

Yeah I got UUU but I did not studied that hard as I claimed.

I’ve just completed my IGCSE course and I am looking for a place to study in South Africa. Preferably a public institution. I would like to study Art though.
