Get your text tool and type what you want. It should create it on its own layer. Then right click the layer and goto Blending Options. Tick the Stroke box and choose your colours and thickness of the line.

    Hope this helps

That seems a little difficult, how do i choose an exact colour i want for the outline as you have to choose so many blending options and it seems to come up with colours such as yellows and red when i thought it would come up with blue etc. I swear there was a sort of word art thing that let you choose the outline and actual colour of the text.

    Its so confusing.

 You shoud just be able to choose the colour you want with cortez's way.

Edit: Oh yeh sorry, make sure the blending mode is on 'normal'
