formulating hypotheses watch

1. test the hypothesis that average monthly rainfall for the given sample was greater than 2%.

is this correct?

H0 : mu = 2%
H1 : mu >2%
2. what sample?
3. random sample of 90 (does it matter?)

No. It does depend on the hypothesis being a one or two-tailed but otherwise:

H1 : mu < 2% (less than or equal to)
H0 : mu > 2%
6. its not evident from the question wether its 1 or 2 tailed.

it literally says: test the hypothesis that average monthly rainfall for the given sample was less than 2%.
