    No. It does depend on the hypothesis being a one or two-tailed but otherwise:

    H1 : mu < 2% (less than or equal to)
    H0 : mu > 2%

    its not evident from the question wether its 1 or 2 tailed.

    it literally says: test the hypothesis that average monthly rainfall for the given sample was less than 2%.
