    I have the personal sygate firewall installed on my computer and every now and then it detects my ports being scanned. The problem is that i am not sure whether it actually stops them or just reports the actions?

    just go to tools > options> the check the box which says "hide notification messages"

    no that's not the problem, i did that on the first day, the thing i want to know is whether it is actually blocking the port scans or only telling me about them
