You should ignore the guilt trip because if you don't, you will regret it for the rest of your life. Going to uni is a huge life experience and will greatly improve your chances of getting a job that you like and enjoy. You need to stand up for yourself in this and turn down the bribes which he is offering.
At some point you will need to live for yourself and leave home, which is what it sounds like he's trying to stop you to do. Would he try to stop you from moving out at 21? Then when will you ever gain your indepedence?

Ignore the guilt trips and don't argue, but explain to your dad about how valuable an experience uni will be. Reassure him that he's not going to lose you as a daughter and that you will be at home in the holidays and keep in a lot of contact with him.
