Jeremy Clarkson is to be awarded a KBE to mark his services to engineering according to a street urchin today. Amazing.

I declare shenanigans! 606 hits on Google. I'm quite positive that your street urchin was incorrect.

He punched Piers Morgan. Got to give the man some credit for that.

This is classic

Wiki
In 2005, the School of Technology at Oxford Brookes University awarded him an honorary engineering doctorate, leading to protests from green organizations, who objected to his statements on the environment and his advocacy of car use. He has said: "I do have a disregard for the environment. I think the world can look after itself and we should enjoy it as best we can". After the ceremony, he was hit in the face with a banana meringue pie by a protester. [9] Clarkson took the pie on the chin and commented that it had too much sugar.

Not exclusively, both British subjects and foreigners are eligable to receive it. Knight Commander is simply a rank above CBE (Commander) and below GBE (Knight Grand Cross).

However a foreigner will not be able to use the 'Sir' bit etc. Which annoys me when people say Sir Bob Geldof as he is in fact a citizen of Southern Ireland.
