Not exclusively, both British subjects and foreigners are eligable to receive it. Knight Commander is simply a rank above CBE (Commander) and below GBE (Knight Grand Cross).
However a foreigner will not be able to use the 'Sir' bit etc. Which annoys me when people say Sir Bob Geldof as he is in fact a citizen of Southern Ireland.
