Charge is leaked from a charged object to the air around because of moisture in the air. The moisture increases the conductivity of the air, and allows a current to flow, leaking charge.
It is leaked at a higher rate from spikes, simply because there is a higher charge density on a spike, as opposed to a flat plate or something.
