I'm currently serving in the conscription army (I'm a Singaporean), so I will only begin university in 2014. I will be submitting my applications for several non-oxbridge schools by the 15th Jan deadline this year, to have a rough gauge of where i stand.

    Here's the predicament:

However, I also wish to re-apply to Cambridge in the next cycle. But i have to reject all the other offers I received for this cycle (according to UCAS). And basically, everything will depend on the Cambridge application, since it is not possible to apply for Cambridge along with a few other schools(according to UCAS). So if i don't get into Cambridge, i will be left with no university placing at all.

Are my information regarding UCAS application accurate? If yes, is there anyway to create a safety net for myself (which is to say in case I failed to get into Cambridge)?

Any informed advice will be greatly appreciated.

You can apply to five universities including Cambridge - but you can't apply to Oxford and Cambridge in the same year, which I think is where the confusion comes in

Why couldn't you apply to other universities along with Cambridge next year? UCAS lets you apply to five different courses, and Cambridge would only be one of those. The only limitation is that you couldn't apply to Oxford in the same application cycle. You can still apply to any other university alongside Cambridge.
