Its been 3 days since I submitted my ucas application and its still not been processed. And on the ucas website it says that international applicants should wait for 21 days atleast for their welcome letter. Thats too long! Freaking out!

UCAS reckon they'll finish processing all of the applications that came in by the deadline over this weekend. If it is still processing on Tuesday morning then ring them up.

Lots of people leave it to the very last minute and so they end up swamped for a little while - if you wanted to be processed quicker you should have put in your application a week before the deadline.

The 21 days thing is because the welcome letter comes by post - and the post takes up to 21 days. Depending where you are and how quick your postal services are then you should get something earlier.
