Are certain classical pieces such as William Tell Overture subject to copyright?

Ok so I don't really understand much about classical music laws. I know that if a composer has been dead for more than 70 years then it is not subject to royalty payments but does that mean I can freely use the music in work I produce?

Can people freely use this music without problem? Or do you have to credit the person leading the orchestra or pay them?

I am interested in using works such as Rossini, Beethoven, and Vilvaldi etc. in a video is this possible?

I wouldn't swear to it, but I'm pretty sure music that (as you said) the composer has been dead longer than 70 years is in the public domain. BUT that means you can freely download the sheet music. You cannot, however, photocopy the music that has been arranged by someone else (for example, you can't copy Chapel scores, even if the notes are out of copyright, because it's been laid out by Chapel).

You also, which I think is your question, can't use a recording because they, I believe, are protected by copyright laws. For example, I could use the music for "Nessun Dorma" and recreate it, without copyright problems, but I'm not allowed to use Alfie Boe's recording of Nessun Dorma, because that's his.
