    The Ballpersons (Safe Havens) Act 2013

    An act to protect vulnerable ballboys (and girls) in the event of a dispute with footballers.

    BE IT ENACTED by The Queen's most Excellent Majesty, by and with the advice and consent of the Commons in this present Parliament assembled, in accordance with the provisions of the Parliament Acts 1911 and 1949, and by the authority of the same, as follows:

    1. That persons who undertake the post of ballboy or ballgirl should be afforded protection under sections 2 to 5 of this Act in the event of their actions causing offence to players at association football matches played by teams registered with the Premier League, Football League or Football Conference in England and Wales.

    2. Such protection will be afforded should any forceable attempt be made to remove the ball from the ballboy or ballgirl by a player competing in a game under section 1.

    3. Anyone committing an offence shall be liable to a fine not exceeding one minute's wages.

    4. To assist in ensuring that no person of French origin previously employed in Monaco cannot see an offence if committed in the London Borough of Islington, a high chair shall be provided in the home technical area at any stadium in the said Borough capable of hosting association football with more than 50,000 spectators.

    5. A safe haven to reduce the possibility of any ballboy or ballgirl suffering victimisation after an offence is committed will be offered. Rooms not in use for over five years such as that containing the trophy cabinet of Arsenal FC may be provided for such purpose, at the discretion of the Home Secretary.

    6. There will be an exclusion under this Act to anyone born in the City of Manchester at Old Trafford stadium, in the unlikely event a person under the Act is seen there.

    This Act shall come into force on 1st April 2013.
