plan to study abroad,business management,asking for help,thanks.

Hey,guys.
I plan to study in England, business management is the course I'll take.
I would like to ask some question.
1) I know study in England must have TOEFL or IELTS, but I doesn't have both of them. What do I do? Is that I'm gonna to study language school afterwards keep on my business? Or any others way? Please tell me.
2) I'm wonder south england or north england which of that cost living most cheap?
3) is it just emphasize IELTS or TOEFL ? How about my high school result? I've always want to know.
4) last, the tuition fees around how much? My circumstances not so rich and... You know .. I wish to have scholarships ...

The cost of living usually increases the closer you get to London... And fees are around 9000 pounds per year..I don't know about any of your other questions sorry
